The Central Herts Pétanque League

Constitution


1/ PURPOSE:
The object of the League shall be the promotion of the game of Pétanque in the district.

2/ NAME OF LEAGUE:
The name of the League shall be The Central Herts Pétanque League, however this may be changed at a General Meeting to reflect the name of a sponsor.

3/ NATURE OF LEAGUE:
The League shall be run as a Fun League.

4/ CONTROL OF LEAGUE:
The League shall be run by a League Organiser who will be assisted by:-
a) A Treasurer
s) Divisional Organisers (one per division)
NB: In the event of lack of volunteers, the League Organiser and/or the Treasurer may double as Divisional Organisers.

The League Organiser may co-opt up to two additional Committee members and up to two advisors to assist in the running of the League.

5/ ELIGIBILITY OF CLUBS TO JOIN THE LEAGUE:

Any Public House, Sports Club or civic organisation within a radius of 15 miles of the Benington, Hertfordshire may form a Club to play in the League.

Applications to join the League should be through the League Organiser.

Clubs may enter up to FOUR teams in the League providing sufficient pistes are available to allow two matches to be played simultaneously.

At least SIX players must be available for each team entered.


6/ ANNUAL GENERAL MEETING:
This shall be held annually at a date decided at the previous General Meeting.

All Clubs in the League may send two representatives to the AGM, but Club representative may vote using the voting cards provided. One per Club.

A quorum shall be representation of 50% of registered Clubs

The AGM shall:-

a) Elect the League Organiser
b) Elect the Treasurer
c) Elect the Divisional Organisers
d) Decide registration fees for the coming year
e) Propose the date of the next AGM
f) Discuss such other business as the chairman will allow.
The AGM shall be chaired by the League Organiser or, in his absence, by any person appointed by him.

7/ EXTRAORDINARY GENERAL MEETING:
An EGM may be called by the League Organiser at his/her discretion.

An EGM must be called by the League Organiser at the written request of at least 30% of the registered Clubs. If after two weeks the League Organiser has not responded, an EGM may be convened by written notice from at least 30% of registered Clubs to all such Clubs..

Two weeks written notice must be given of any EGM.


8/ EXCLUSION OF TEAMS:
A team failing to appear for THREE matches during the season may be asked to leave. If a team leaves, all its results will be erased from the team scores for the season.

9/ CLUB MEMBERS:
No individual player may play for more than one team in the League during any season except with the prior consent of the League Organiser. Teams are required to register on the Registration Forms provided.

Players may not change Clubs during a season unless they change their address.

New players may be co-opted during the season, provided they have not played for any other club in the league. Registration of the player must take place at the very latest in the week following their first game.

Players are encouraged to register with the BPA, but such registration is NOT a condition of playing in any event organised by the League.


10/ REGISTRATION FEES:
The expenditure of the League will be kept to the minimum. However some expenses will occur and an annual Club registration fee may be set at a General Meeting. The annual registration fee should be paid to the League Treasurer and Registration Forms presented to the Divisional organisers, prior to the start of the season.

11/ AREA AVAILABLE FOR MATCHES:
Clubs must provide at least TWO pistes for match play. The recommended size of a piste shall be at least 12 metres by 2,5 metres, but a width of 3 metres is preferable. Pistes should be provided with adequate lighting. The League Organiser shall be the arbiter of adequacy.

12/ COMPETITION AND TROPHIES:
The League shall organise competitions:-
a) On a League basis.
Leagues will be in ranked Divisions, ideally not exceeding 10 Teams in each Division.

Positions to be decided using the same criteria as set out in Item 11 in the current Match Rules.

The number of Divisions and the number of Teams which are to be promoted and relegated are to be determined at each year's AGM

b) On a Knock-out basis.
The dates and format of any KO competitions will be announced during the season.
Trophies may be awarded, as decided at the AGM.

13/ MATCH RULES OF LEAGUE PLAY:
The rules to be applied to League match play are explained in 'The Match Rules of the Central Herts Pétanque League'.

14/ INSURANCE:
Attention is drawn to the requirement for adequate insurance cover. This is the responsibility of individual players and individual Public Houses.
